The Ministry of Panchayati Raj (MoPR), Government of India is working on a major mission to increase awareness about the safety of women and their rights. The ministry has invited applications from professional experts for two special projects supported by the Nirbhaya Fund. These appointments will be made on a contract basis under the National Project Management Unit (NPMU).

As per the advertisement issued by the Ministry (File No. M-11015/278/2025-CB), applications are invited for the following posts:
- Project Coordinator: 01 position
- Consultant (Capacity Building and Training): 06 positions
- Consultant (Legal): 01 position
- Consultant (Technical): 02 positions
- Junior Consultant: 02 positions
Salary and Age Limit”
Attractive pay scales have been fixed for these posts:
- Project Coordinator: ₹1,20,000 to ₹1,80,000 per month (Maximum Age: 50 Years).
- Consultant (All Categories): ₹1,00,000 to ₹1,50,000 per month (Maximum Age: 45 years).
- Junior Consultant: ₹60,000 to ₹90,000 per month (Maximum Age: 40 years).
Apart from this, local conveyance allowance ranging from ₹5,000 to ₹8,000 will also be given as per the posts.

Objective of the project
“Freedom from Violence”: Training Women Elected Representatives (WERs) on legal provisions related to women’s safety and security.
Sensitization of men: Making men aware of issues related to women and their safety.

Detailed Qualifications for various posts
Project Coordinator:
- Educational Qualification: Post-graduate degree in Development Studies, Social Work, Gender Studies, Rural Development, Public Policy or Economics.
- Experience: At least 10 years of experience in coordinating and managing social development projects (especially women empowerment or protection).
Consultant – Implementation & Monitoring:
Educational Qualification: Post-graduate degree in Economics, Education, Social Work, Gender Studies, Rural Development or Law.
Experience: Total 6 years of experience, out of which 3 years should be in designing and monitoring of ‘Training-of-Trainers’ (ToT) models and capacity building programmes in the Government or development sector.
Consultant – Legal:
Educational Qualification: Bachelor’s degree in Law (LL.B) from a recognized institution; Master’s degree (LL.M) is preferred.
Experience: Minimum 6 years of experience in legal practice or consultancy, with a focus on women’s rights and gender justice.
Expertise: Deep understanding of laws such as the POCSO Act,
the Protection of Women from Domestic Violence Act (PWDVA), and the Sexual Harassment at Workplace Act (POSH).
Consultant – Technical:
Educational Qualification: Bachelor’s/Master’s degree in Computer Science, IT, or Software Engineering.
Experience: At least 6 years of experience in the design and maintenance of portals, websites, and MIS systems.
Technical Skills: Knowledge of HTML, CSS, JavaScript, PHP, Python and Databases (MySQL, PostgreSQL).
Junior Consultant:
Experience: 4 to 8 years of work experience is required for this post.
